This blue painted Rochet is fitted with Cushion Tyres, which were popular only for a short period: 1891-1893. They were a bit the intermediate solution between the thin solid tyres and the real stuff: pneumatic.
In France the cushion tyres ('jantes creuses') were very popular, even a few years after 1893.
This bicycle is a Rochet model A which is visible in the 1891 catalogue. As you can see the serial number is stamped at the front side of the handlebars the same way as the other Rochet (model B) on my site. One letter above four digits. But this one is clearly the cheaper model: less well finished.
The blue is new paint of course, original colour must have been black.
